Special Education
Overview
The Department of Special Education provides services and supports for eligible students, ages 3 through 21 with educational disabilities, in observance of both the Federal Individuals with Disabilities Act (IDEA) and Massachusetts Regulations (603 CMR 28:00). These services and supports are available to assure any student found eligible with an educational disability has access to a free and appropriate public education (FAPE).
The APS has in place a continuum of services and supports to serve eligible students in each building. These services may take place within a general education classroom or may be provided outside of the general education setting; further, services and support may be provided by a general education teacher, a special education teacher, a related service provider (ie - SLP, OT, PT) or a paraprofessional. District-based services and supports may include, but are not limited to, specially designed instruction focused on diminishing the impact of disabilities and increasing student capacity and independence over time. The most common services and supports include targeted academic skills (ie - reading, writing and mathematics), communication (ie - speech intelligibility and language comprehension), social skills and pragmatics, fine and gross motor needs, behavioral supports and consultation, school-based counseling, and post-secondary transitional skills.
The Department also contracts, as needed to provide a FAPE, with service providers and consultants specializing in low-incident areas such as vision, hearing, and mobility related disabilities. All providers work collaboratively with each other as well as parents/guardians to effectively support a coordination of services. The Department of Special Education is also responsible for promoting and supporting the Amesbury Special Education Parent Advisory Council (APS SEPAC). The SEPAC is regulated by the Massachusetts Department of Elementary and Secondary Education (DESE) and is a parent-run group. The function of the SEPAC is to provide educational opportunities, resources and supports to families. The Director of Student Services is available to provide input and consultation to the SEPAC. Membership of SEPAC is intended for all families of students with disabilities as well as families who are interested in their student’s learning style or in learning differences in general. There is an ongoing need for the support of parents and families to be positive partners and active members of the SEPAC.

Notice of Destruction of Student Records
In accordance with the Massachusetts Student Record Regulations (603 CMR 23.06), public school districts must destroy student records within seven (7) years after a student graduates, transfers, or withdraws.
Amesbury Public Schools is providing notice of its intent to destroy student records for you/your child within sixty (60) days of graduation, transfer, or withdrawal. The records scheduled for destruction include all documents contained in the temporary student record, as defined by 603 CMR 23.02. Please note that a copy of the student transcript will be retained by the District for at least sixty (60) years.
Before any records are destroyed, Massachusetts regulations require that you receive written notice and be given the opportunity to obtain copies of the records. If you wish to receive copies of the records before they are destroyed, please submit a written request within thirty (30) days of the student’s graduation, transfer, or withdrawal.
